EU Pharma Forum – What Are the Challenges and Opportunities in Medicine Availability

The EU Pharma Forum was held in Zagreb on April 15, 2025 – a professional conference dedicated to current and upcoming legislative frameworks shaping the pharmaceutical industry and healthcare systems within the European Union.

The forum brought together representatives from legislative bodies, regulatory agencies, the pharmaceutical industry, health insurance companies, and patient organizations to jointly discuss pressing issues and challenges in the sector.

Divided into seven theme sessions, the Forum facilitated the exchange of perspectives on a wide range of topics, including the role of legislation in innovation investments. As part of this discussion, the panel “Challenges and Opportunities in Medicine Availability” explored the mandatory introduction of medicines across all EU member states, the regulatory impact on innovation investments, and how existing laws can be adapted to better stimulate innovation. JGL’s CEO Mislav Vučić participated as one of the speakers and addressed the new incentive system designed to stimulate investment and innovation in Europe.

“The system is well-targeted and necessary. Europe is no longer the ‘pharmacy of the world,’ and, due to overregulation, we urgently need to change the environment to keep our industry competitive. We’re finally starting to ask whether we — Croatia and Europe — are globally competitive in the pharmaceutical sector, and what we need to do to ensure that we are,”  said Vučić. He added: “Croatia and JGL may not be large in scale, but if we adapt the regulatory framework to prioritize quality, supply security, and territorial diversification of production within the Union, I believe there will be opportunities for smaller countries and companies like JGL.”
